The standby mode is for warming up the old electronics, while not sending any information to ATC. The newer models still have this feature, although redundant.
The correct procedure is turning it on when given clearnace to takeoff. This is part of the takeoff flow, lights camera, time, action.. (landing light, strobes, xponder, time off, and full throttle) . Turning the xponder on when on the ground produces a ground clutter, and this is not very good for radar coverage, as each a/c reporting puts the information on the radar screen, and congests the screen. Not a good thing when there is lots of traffic in the pattern, and thats why you dont turn on it to you get takeoff clearance. Some newer xponders built in to glass cockpits will turn on Toronto condo automatically when you get a postive rate of climb and certain airspeed, such as the G1000 cockpit in new C-172's. They also turn off when they aircraft lands, and airspeed drops and there is no rate of climb or decent.

Mr. Rua raises a few interesting points in regards to the Publicitr.com posting.
Rather then address each one, I will state the following more directed description:

Publicitr.com is a service for small and large business alike. Through analysis of data activity on the net, we are able to offer our clients the ability to push their content where it will be most effective, while allowing them access to the same data in real time.

The benefit over other distribution and analytics services is that the content is directed, rather then blasted onto the web, and in depth metrics allow you to make informed decisions on which types of content to submit.

I hope that helps. Please feel free to email or post any other questions/comments you have herein.

Thanks,

Jason Lorimer
