		<description>My final question is what do you think the place is for a owners of a communication platform? Should they define and dictate the discussions that are allowed to go on over their channel, or should they empower users to do it themselves?</description>

		<description>I&#039;d say a last resort of banning should be in place for those you defined as using their accounts primarily for abuse, ie. the nutheads whose main or only intention is to be a wrecker - becaus you&#039;re always going to get some of those somewhere at some time.  For the rest, users should be allowed to protect themselves with blocking tools.  Arguments &amp; disagreements are one thing, but users don&#039;t want to find some idiot has made them a target &amp; gets satisfaction from hurling unreasonable abuse at them, continuously upsetting them from a distance, &amp; there is nothing that can be done about it.  Web stalking should be recognised as being a real offence as it belatedly has been in real life.</description>
